While some of the generic background NPCs can fit into any environment, whether it be FO3, FNV, or FO4, some interactions will be limited to specific games. For example, one of the key conflicts in Fallout: New Vegas is the war between the Legion and the NCR, so I figured there should be mention of it in Goodsprings, just to help set the background for the story as well as make the war something the locals talk about with each other.
