Orenius is a retired Penitus Oculatus agent who once was responsible for training new recruits. He provides background information on the Penitus Oculatus as well as the Raven of Anvil. Successfully navigating his dialogue will reveal that his chase of the Raven is based on personal ties to the thief. Orenius also overstates the Empire’s dedication to cracking down on Talos worship, implying he is not only out of the loop, but has been sent on missions to assist the Thalmor, likely as a way of removing his presence from the Oculatus while irritating their Elven counterparts.

Raven of Anvil
Orenius is technically the quest starter for the Raven of Anvil. By speaking with him and learning the back story, it will enable the dialogue where the PC can request the song “Dusk on Anvil Harbor” by name as opposed to a solemn dirge. This will enable further dialogue that provides information on the quest as well as the nature of the Raven’s relationship with Orenius.

In versions prior to 2.43.3, Orenius was voiced by Edward Schreiber.
