Froa is a former Stormcloak who served under Haakon Iron-Fist in Karthwasten. After she left the army, she met a High Elf named Arilwaen who works clandestinely against the Thalmor, and agreed to aid her in her quest. Known as “Bear-Foot Froa,” the name is a pun regarding her bear-like tenacity and bare feet.
