Zajhirra is a skooma addict loyal to the Thalmor. After a brief introduction, she tells her contact is Sanyon, who is one of the cannibals found at Eola’s table during The Taste of Death quest. Giving Zajhirra a bottle of skooma will open up additional dialogue, and she is one of the first NPCs to incorporate the giving and receiving of items.
